S21/A21 was introduced the day after the ballot measure passed, and is badly flawed. It makes no effort to include provisions to begin the task of repairing the harms of prohibition and to build an inclusive and accessible industry. Any just law must create opportunities for those with cannabis related criminal records and must make provisions for investments in communities hardest hit by decades of tough-on-drugs arrests and convictions.
S21/A21 completely ignores the need for socially and racially just regulations around licensing, community reinvestment and revenue sharing. At a minimum this bill needs to be amended to include at least the following:
